Findings from our CLM data prompt government for investment.

In 2023, our data revealed that 93% of people living with HIV (PLHIV) who responded were unaware of the India HIV/AIDS Act 2017. In response, CoNE partnered with the State HIV Ombudsmen and the Manipur State Legal Services Authority (MSLSA), with support from the South and South-East Asia (SASEA) platform, to raise awareness and increase knowledge of the Act within the PLHIV community.

By 2024, the percentage of unaware individuals decreased to 85%. This positive shift was reflected in the growing number of PLHIV, particularly women, seeking advice and support from CoNE regarding issues of stigma and discrimination.

In 2025, the Manipur State AIDS Control Society, the state’s nodal agency for HIV, will collaborate with CoNE and invest in 16 awareness and knowledge building programs over four months (January to April) aimed at enhancing understanding of the India HIV/AIDS Act 2017 among PLHIV, as well as health and education sector stakeholders.
The impact of these initiatives will be evaluated to inform the program’s continuation and potential for scaling up.
